How to invoice in Saudi Arabia

If you are VAT-registered in Saudi Arabia, your tax invoices must come from a ZATCA-compliant e-invoicing system. Here is who that applies to and what you can use this site for.

VAT registration

The standard VAT rate is 15%. Registration is mandatory when your taxable supplies exceed SAR 375,000 a year, and voluntary above SAR 187,500. Businesses below these thresholds do not charge VAT.

E-invoicing (Fatoora) is mandatory for VAT-registered businesses

Since 4 December 2021 (Phase 1, "generation"), every VAT-registered business must issue its tax invoices and credit and debit notes using a compliant electronic invoicing solution. Handwritten invoices, and invoices created in ordinary editors, are not accepted for VAT purposes.

Phase 2 ("integration") requires your system to connect to ZATCA's Fatoora platform, sending XML invoices with a cryptographic stamp and QR code. It is being rolled out in waves:

  • Wave 24: businesses with VAT-subject revenue above SAR 375,000 in 2022, 2023 or 2024 had to integrate by 30 June 2026.
  • Wave 25, announced in July 2026: businesses above SAR 187,500 in any year from 2022 to 2025 must integrate by 1 February 2027.

What this means for you: if you are VAT-registered, use a ZATCA-approved e-invoicing solution for your tax invoices. The PDF invoices made on this site are not ZATCA tax invoices.

When this site is the right tool

  • You are not VAT-registered (below the thresholds) and need a clear, professional invoice.
  • You need a quote or a proforma invoice before the final tax invoice.
  • You need a receipt or an invoice for a client abroad.

What a Saudi tax invoice contains

For reference, a standard tax invoice (business to business) includes the invoice date and sequential number, the supplier's and customer's names, addresses and VAT numbers, a description of the goods or services, quantities and unit prices, the VAT rate and amount, and the total. A simplified tax invoice (to consumers) has fewer fields but must carry a QR code. Tax invoices must be in Arabic; another language may appear alongside. This site can produce Arabic invoices, which are useful for non-VAT documents.

Keeping records

Keep invoices and accounting records for at least six years, and longer for some real estate transactions. Export a backup from My invoices regularly.
